An annual joint session, the panelists provide legislative updates affecting each of the participating offices.  Five presenters from various areas of municipal government give summaries of legislation or bills which may impact the day to day work of NJ government offices.

Valuation of Assisted Living Facilities for Tax Assessment                      2 App. CEU

Communities throughout New Jersey are experiencing a rise in elderly residents.  The need for assisted care facilities will continue to grow.  To meet the need continuing care assisted living facilities are appearing across the state.  This session is designed to inform participants about value methodologies used to appraise assisted living facilities.  An additional component is their treatment in NJ Tax Court.

Big box retail continues to occupy a vital share of the commercial real estate market.  But the rise of on line shopping and the “dark store” raises some interesting questions related to real estate use and valuation of the facilities.  Peter Korpacz defines some of the issues…”Do they have the same highest and best use?  Are they worth the same?  Should appraisers use the same comps for both valuations?”  Attendees will also receive the solutions.
