The AMANJ General Membership Meeting will highlight matters for action and issues for general

consideration. This year’s agenda will include updates / discussion about AMANJ action to address efforts to
consolidate and centralize the assessment function at the county level. John Lloyd, of counsel, will provide
summary and explanation of NJ Tax Court rulings. AMANJ Lobbyist will report on legislative developments.

Setting the tone for ‘BACK TO THE FUTURE 2015’ this introductory session will give brief but enticing overviews of cutting edge technology. Every Assessor can benefit by acquiring detailed knowledge of Micro Systems, Vital, BRT, Pictometry, GIS and more.

This lunch will focus on the memorable service of some AMANJ past presidents. Make time to say hello
and warmly welcome our special guests.

‘So You Thought You Knew EXCEL?’ This afternoon session may be considered a cornerstone educational

offering. It is an overview of EXCEL that has been developed and customized by fellow assessors/appraisers to
focus on its vast application as a valuation tool. The analytical potential for assessors and mass appraisers is
unparalleled and each participant is guaranteed to receive EXCEL training that is not available anywhere else.

1:00-2:00 pm EXCEL ‘Introduction and Overview’ Part One (1 appraisal credit)

The first session will establish the basics. Workbooks, spreadsheets, formulae, tables, charts, forms, and mail merge will be covered. These applications are essential in valuation analysis as well as enhanced performance.

 

2:00-3:00 pm EXCEL ‘In Depth’ Part Two

(1 appraisal credit)

The second session will go deeper. Learn to retrieve, manipulate and quantify your CAMA/MODIV and
sales data. The tools for mass appraisal will be reviewed in detail. Whether reassessing on a regularly scheduled
basis or revaluing intermittently, this session will deliver detailed ‘know how’.

 

3:00-5:00 pm GIS & Pictometry

(2 appraisal credits)

Visual and locational technology grows more relevant each day. GIS and Pictometry have become
integral to many municipal offices. Today’s presentation will focus on the applications that enhance the
valuation tool belt of the assessor. In GIS assessors may pinpoint utilities, zoning lines, neighborhood
boundaries, sales data and a great variety of value factors. Pictometry gives the assessor convenient visual
access to the district’s ratable base. More recent ‘fly overs’ gives one more resource to supplement in-house
data.

We are at the beginning of an evolution process for the New Jersey property tax system. Mr. Darcy will
give the League of Municipalities perspective on dual reforms – one operating in Gloucester County the other in
Monmouth County. Additionally, the elephant in the room ‘pension reform’ will be reviewed and how that
could inevitably mesh with property tax reform.

The New Farmland Rules, Rollback Appraisal, and GIS Applications in Farmland Assessment
(1 administrative credit, 1 appraisal credit)

The new legislation effects this year’s farmland assessment application process. Hear a summary of the

law and regulatory changes that all assessors will follow this year. Relevant guidelines for income, farmettes
and livestock boarders will be reviewed. Rollback taxes rely on the value of farmland. An appraiser with farm
value experience will convey the do’s and don’ts when choosing and adjusting comparable sales for use in farm
valuation or rollback valuation. Lastly, you will see how GIS applications can be utilized to map agricultural
zones, soil types, wetlands and other factors relevant to the assessment of farmland.

11:00-12:00 am National and NJ Economic Trends and the Real Estate Market

Noted Professor James W. Hughes will summarize large economic trends at the national level and at the
state level. The focus of the session will illustrate what these trends mean for the current real estate market
(both commercial and residential) and what those same trends can mean for the future market.

1:00-3:00 pm FEMA – After Disaster Regulations and Market Consequences

In the wake of Sandy Zoning and Construction regulations were reviewed and revised. These changes
are working their way into the market. Panelists will offer updates on the changes and summarize the new rules
affecting New Jersey municipalities. Customizing your CAMA file to recognize after disaster value situations is
also highlighted in this presentation.
